Florida energy code and your window glass

Most window marketing is written for a country that spends winter keeping heat in. Florida spends the year keeping heat out, and the code reflects that.


There are two performance numbers on every window label that matter, and in Florida they matter in the opposite order to almost everywhere else.

U-factor measures how fast heat conducts through the whole window assembly. Lower is better insulated. It is the headline number in a cold climate, where the job is holding indoor heat inside overnight in February.

Solar heat gain coefficient, always shortened to SHGC, is the share of the sun's energy hitting the glass that ends up as heat in the room, on a scale from 0 to 1. It counts both what passes straight through and what the glass absorbs and then re-radiates inward. Lower means cooler.

Solar heat gain coefficient counts everything that ends up as heat indoors, both the light that passes straight through and the share the glass absorbs and re-radiates. In a cooling-dominated climate it is the number that moves a power bill.

In Deltona the cooling season is most of the year. The nearest long-record weather station averages a July high around 93 degrees and roughly a hundred days a year above ninety. Under those conditions the sun coming through the glass is a far larger load on the air conditioner than conduction through the frame, which is why SHGC deserves your attention first and U-factor second.

What the code requires

Volusia County sits in Climate Zone 2 under the Florida energy code, which is the hot-humid zone. The residential fenestration table sets a maximum U-factor of 0.40 and a maximum SHGC of 0.25 for glazed openings in that zone. That SHGC ceiling is tighter than most of the country lives with, and it is the code recognizing exactly the point above.

The part people miss: replacement windows are not exempt. The existing buildings chapter requires replacement fenestration to meet the same values, with area-weighted averaging permitted across multiple units being replaced. In other words you cannot put yesterday's glass into an old house and call it grandfathered.

Practically this means the glass package is not a free choice. Any window a Florida supplier sells you for a residential replacement should already comply, but it is worth confirming the numbers on the label rather than trusting that it does, particularly on a bargain product or an online order.

How the coating does it

The number comes almost entirely from a low-emissivity coating, a microscopically thin metallic layer on one of the glass surfaces. What the coating does depends on which surface it sits on. Positioned for a cooling climate it reflects solar energy back out before it enters the room. The identical technology positioned for a heating climate holds indoor heat in instead. Same product family, opposite job, which is why a window specified for Ohio is the wrong window for Deltona even at the same price.

The cavity gas is a smaller lever. Argon in place of air improves the U-factor slightly, and in a climate where U-factor is the secondary number that is a marginal gain. It is not worth paying much extra for here.

The trade-off nobody mentions

Aggressive solar control darkens rooms. The number that tracks this is visible transmittance, VT, the share of visible light that gets through, again on a 0 to 1 scale. Push SHGC very low and VT tends to follow it down, and the room that used to be bright becomes gloomy in a way people notice within a week.

The useful move is to compare packages on both numbers together rather than optimizing one. A glass that gets SHGC under the code ceiling while keeping VT reasonably high is doing the difficult thing. That comparison is exactly what the NFRC label on a new window is for, and it is the only apples-to-apples data you get.

What it does to a power bill

Honestly: it helps, and it is not transformative on its own. Replacing single-pane uncoated glass in bare aluminum frames with coated insulated units in insulating frames removes a real and continuous heat source from every sunny room, and in a west-facing room the difference in the late afternoon is the kind you feel rather than calculate. What it does not do is fix an under-insulated attic or leaking ducts, which in most Florida houses are the larger numbers.

Anyone quoting you a specific dollar saving is guessing at your thermostat habits, your equipment, your rates and your shade. Treat a confident number as a sales artifact.

Reading a package in practice

  • Find the NFRC label. It carries U-factor, SHGC and usually VT.
  • Check SHGC against the 0.25 ceiling for this zone, and treat lower as better up to the point where VT starts to suffer.
  • Check U-factor against 0.40. In this climate meeting it is enough; chasing far below it buys little.
  • Look at VT and ask yourself whether the room can afford it.
  • Remember that these are separate from design pressure and from impact rating, which live on different labels and answer a different question.
